BHEL makes 700 MW turbo generator

Bharat Heavy Electricals Limited (BHEL), Ranipur, has achieved a milestone through indigenous development and manufacturing of Seal Oil Unit of 700 MW Supercritical Turbo-Generator. The 700 MW Super-critical Turbo Generator is first of its kind in the country, which is solely made in India. Prakash Chand, executive director (Heavy Electrical Equipment Plant), BHEL, today, flagged off this seal oil unit for Nuclear Power Project, Kakrapar Unit-3, located in Vyara in Tapi district of Gujarat. Terming it as a major achievement for BHEL, Prakash Chand attributed it to the hard work and dedication of skilled workforce. He added further that the seal oil unit was manufactured and tested with stringent quality norms and safety measures, conforming to international nuclear standards. It is pertinent to mention here that this unit is used for sealing, cooling and filtering of hydrogen gas, which is used to cool the 700 MW super-critical generators. Due to the highly inflammable and explosive nature of hydrogen, good sealing of generators is of paramount importance for the safety of power stations. RU Prasad, General Manager (EM and WEX), said this unit was based on ultra-modern technique of single flow system and consisted of sophisticated devices like DPRs, CPRs and Flow Regulators of higher ratings as compared to 500 MW unit. General Manager AK Saha and Additional General Manager (ACM & CIM) SK Gupta were also present on the occasion, along with other senior officials, employees and representatives of various trade unions and employees associations. ref: http://www.tribuneindia.com/news/uttarakhand/bhel-makes-700-mw-turbo-generator/174975.html

There is going to be a turnaround for BHEL in next two years: Sandip Sabharwal

Sandip Sabharwal: Liking something and betting on it as a dark horse with logic is different. I would say that BHELBSE 3.58 % has something going for it. It recently started getting fresh orders from the power sector. The bigger share of profitability for them used to come from the industrial segment, now that industrial segment went down sharply and it is likely to come back as recovery plays out. ET Now: But it is a great company, there are two factors which are concerns for BHEL-1) they are not updated with technology, they have got redundant technology and 2) for there is still surplus power capacity in India. For power generation capacity or for power generation machinery demand to come back, power demand has to be gobbled up so the surplus power demand capacity. Demand will only come after two or three years. What would you say about that? Sandip Sabharwal: Surplus power capacity by itself is a mythical creation of state electricity boards. They do not supply and then because on every sale they make a loss, they say it is the power deficit has gone down. Actually there is enough power requirement in this country. There is enough capacity which needs to come up eventually because right now the industrial demand is low as the industry is not doing so well. Eventually industrial demand will pick up, domestic demand also will pick up and as the government goes around restructuring the SEBs and as the power for all call gets implemented by 2020-2022, we will see much more power being required in India. more at: http://economictimes.indiatimes.com/markets/stocks/recos/there-is-going-to-be-a-turnaround-for-bhel-in-next-two-years-sandip-sabharwal/articleshow/50292814.cms

BHEL Q2 net seen up 22%, weaker execution may drag revenue

Bharat Heavy Electricals ' (BHEL) reported performance is likely to remain constrained, impacted by muted execution in July-September quarter. Profit is seen rising 22.2 percent year-on-year to Rs 152 crore on higher other income but revenue may fall 8 percent to Rs 5,650 crore during the quarter, according to analysts polled by CNBC-TV18. Earnings will be announced on November 6. Decline in revenue may be led by weaker execution due to lower offtake by state electricity boards (SEBs) and leveraged balance sheets of independent power producers (IPPs - 2/3rd of its order book comes from the power segment). ref: http://www.moneycontrol.com/news/result-poll/bhel-q2-net-seen22-weaker-execution-may-drag-revenue_4001421.html

Six BHEL officials get jail in graft case

A Delhi court has ordered six officials of the Bharat Heavy Electricals Limited (BHEL) and a contractor to be jailed for making an excess payment of Rs. 2,85,866 in a fraudulent manner to the contractor for transporting and fixing ceiling fans at a dispensary in Noida in 1990. The Central Bureau of Investigation (CBI) had charge-sheeted nine BHEL officials. However, two of them were discharged at the time of the framing of charges in 2005, while one died during the trial. Special Judge Jitendra Kumar Mishra at the Karkardooma district courts convicted and sentenced the accused not only for indulging in corrupt practices but also for cheating, forgery, using forged documents as genuine and criminal conspiracy. The charge sheet alleged that for fixing 242 fans at the BHEL’s dispensary, the public sector company officials dishonestly and fraudulently paid an excess amount of Rs. 28,58,66.78. “The case of the prosecution stands proved beyond any reasonable doubt. Nothing could be pointed out by the defence regarding doubt towards the case of the prosecution,’’ the Judge said, holding them guilty of the offences under the Indian Penal Code and the Prevention of Corruption Act. The court sentenced Deputy General Manager V. C. Ramulu, Senior Manager Denis Barnabas and Deputy Manager O. P. Sharma to five years of imprisonment and imposed fines of Rs.5 lakh each on them. Senior Engineer P. L. Khadala was sentenced to four years of imprisonment and a fine of Rs. 3 lakh. The court was lenient towards him keeping in view that at the time of commission of the crime he had just joined BHEL and was merely a junior engineer. Engineer P. C. M. Jhammnan and Anil Kumar Goel were also awarded five years imprisonment and fined Rs. 5 lakh each, while Assistant Foreman S. N. Jha was awarded three-and-a-half years of sentence and fined Rs. 2 lakh. He got the least period in jail as the court took into account the fact that he was simply a foreman and had no role in policy decision. ref: http://www.thehindu.com/news/cities/Delhi/six-bhel-officials-get-jail-in-graft-case/article7663270.ece

BHEL suspends work at Ennore plant

In what could dent the business of power generation equipment maker Bharat Heavy Electricals (BHEL), the company has been forced to suspend installation of equipment at the 1,320 MW Ennore thermal power station in Tamil Nadu following an order by a division bench of Madras High Court that cancelled the company’s contract, estimated to be worth R9,000 crore, on the ground that the PSU may not have been the lowest bidder. The contract was awarded to BHEL by Tamil Nadu Generation and Distribution Corporation (Tangedco) in September last year. The high court, in its judgment delivered earlier this week, instructed Tangedco to re-evaluate the bids and pass detailed orders with reasons. “All units/division are requested to put all supplies/erection/civil activities on hold for 2X660 MW Ennore SEZ TPS with immediate effect in the interest of BHEL till further intimation,” an internal communication of the company issued by the the general manager of power sector marketing A.K Garg said. Ancillary units accuse BHEL of encouraging ‘non-serious players’

Ancillary units of Bharat Heavy Electricals Limited (BHEL) have begun to feel the heat of “unviable and unrealistic” tender conditions and rates offered by the public sector unit to its vendors. There are reports that some of the units, which found it difficult to stay float because of new policy conditions and rock bottom rates, have drastically scaled down their operations in Tiruchi. Claiming that “new unrealistic conditions” have started wiping out the ancillary units, members of BHEL Small and Medium Industries Association (BHELSIA) suspended operations for a day on Thursday and came together to take out a rally, urging the BHEL to restore the old tender process and conditions. A large number of protesters, including owners of ancillary units and their employees, took part in a silent rally from Tiruverumbur to Ganesa Arch. They carried placards and banners, highlighting the survival issues faced by the units. A group of representatives later presented a memorandum to S. Gopinath, Executive Director, BHEL. “The rates given by BHEL for vendors are at rock bottom. It is unfortunate that the BHEL has finalised tenders with non-serious contenders. They cannot meet the requirements. ref: http://www.thehindu.com/news/cities/Tiruchirapalli/ancillary-units-accuse-bhel-of-encouraging-nonserious-players/article7640336.ece

UP government may blacklist Bharat Heavy Electrical Limited (BHEL), the manufacturer of prestigious Anpara D power plant which has remained a non-starter even after five months of inauguration by UP chief minister Akhilesh Yadav. The plan, which has potential to snowball into a political controversy, comes following repeated reminders by UP government-owned UP Rajya Vidyut Vitran Nigam (UPRVUNL) to the 'Nav-Ratna' Company to get the 500 Mw unit, inaugurated by Akhilesh on March 31, functional. UPRVUNL managing director AP Mishra said an ultimatum has been given to the company to get the plant synchronized by August 28. "After that, the corporation would initiate the process of getting the company blacklisted," he told TOI. "The unit has been turning out to be acause of major embarrassment for the state government which seeks to mitigate the power crisis. It is highly frustrating that a CM inaugurates a project but it remains non-functional. We have sent repeated reminders but the unit has not been synchronized properly," he added. ref: http://timesofindia.indiatimes.com/city/lucknow/UP-may-blacklist-BHEL-for-Anpara-D-failure/articleshow/48564956.cms

BHEL-constructed thermal power plant under scanner

A thermal power plant constructed by Bharat Heavy Electricals Limited (BHEL) has come under the scanner with Uttar Pradesh Electricity Regulatory Commission (ERC), seeking details of the 500 megawatt (Mw) Anpara D unit in Sonebhadra district of Uttar Pradesh. The plant, which cost over Rs 7,000 crore, was inaugurated by chief minister Akhilesh Yadav with much fanfare on March 31, 2015. However, the plant has not been able to run properly and has tripped several times. BHEL had constructed the unit for UP Rajya Vidyut Utpadan Nigam Limited (UPRVUNL) and it took nearly 8 years for getting commissioned. Last week, UP Rajya Vidyut Upbhokta Parishad had submitted a public interest memorandum with ERC seeking probe in the matter. Pursuant to the petition, ERC secretary Arun Kumar Srivastava has written to the managing director of UPRVUNL seeking his reply within a week. In his letter, he mentioned that despite having taken 8 years for erection/commissioning, the Anpara D unit had not been generating power even after having attained full load on June 6, 2015. Earlier this month, a fresh attempt to fire up the unit had also failed. The serious of failures over the last over four months has put up a big question mark on the quality of machine and turbines. more at: http://www.business-standard.com/article/companies/bhel-constructed-thermal-power-plant-under-scanner-115081900735_1.html

Private players cry foul over 'unfair' project allotment to BHEL

Power equipment manufacturers have complained to the government of anomalies in awarding engineering, procurement and construction (EPC) contracts as a demand shortfall continues to hobble the sector. Represented by the Confederation of Indian Industry (CII) and the Federation of Indian Chambers of Commerce and Industry (Ficci), which have written to the power ministry, private equipment makers like Alstom, Bharat Forge, Larsen & Toubro and Toshiba have complained that state utilities are nominating central public-sector undertaking Bharat Heavy Electricals Ltd (BHEL) for projects. Business Standard has reviewed both the letters. "We understand that a few state power utilities are of late contemplating bypassing the tendering process and awarding power plant EPC contracts to CPSUs (central public-sector undertakings) on nomination," said the Ficci letter to Minister of State for Coal, Power and Renewable Energy Piyush Goyal. ref: http://www.business-standard.com/article/companies/private-players-cry-foul-over-unfair-project-allotment-to-bhel-115080700053_1.html

BHEL likely to be next on the disinvestment list; ONGC, IOC sell-off may be delayed

Bharat Heavy Electricals Ltd (BHEL) could be next on the list of the Centre’s disinvestment offer, while mega issue of ONGC and Indian Oil may take some more time. The Centre plans to divest 5 per cent or around 12.24 crore shares in the power generation equipment maker BHEL. The company’s order book is healthy, with improvement in the power sector. During first three months (April-June), the company managed to get orders worth Rs. 20,000-25,000 crore while the outstanding in order book is now over Rs. 1 lakh crore. All these were reflected in the share prices, which has gained over 20 per cent since April 1. On Tuesday, share prices closed at Rs. 282. At this price, the Government could get over ₹3,400 crore. Stake sale will be carried through Offer for Sale via stock exchanges. Twenty per cent of shares offered will be reserved for retail investors i.e. those investors who placed bids for shares of total value of not more than Rs. 2 lakh. In addition 20 per cent discount will be also offered to retail investors. Although, the government has approvals for mega issue such as ONGC and Indian Oil, officials indicated that these would be delayed. “Though, there is clarity on subsidy sharing, the dip in crude prices is making things difficult for both the company,” an official said. The government plans to sell 42.78 crore shares of ONGC. At the Friday closing price of ₹266.90, the government could get little over Rs. 11,400 crore which is less than earlier estimate of Rs. 13,000 crore. ref: http://www.thehindubusinessline.com/economy/bhel-likely-to-be-next-on-the-disinvestment-list-ongc-ioc-selloff-may-be-delayed/article7499853.ece

Sarani plant fire: MP power generating company blames 'faulty' BHEL technology

The Madhya Pradesh Power Generating Company Limited (MPPGCL) has categorically blamed the Bharat Heavy Electricals Limited's (BHEL) faulty designed bushing technology for the fire at its Sarani power plant on Friday night. "Earlier a similar incident (of fire) had occurred at Shri Singhaji Thermal Plant where fire broke out at unit number 1 on November 18, 2013 resulting in closure of that unit for about a month. Similarly, unit 2 also suffered for a month due to fire on January 21, 2015. Both incidents of fire happened because of (the) faulty bushing system in transformers," said Vijendra Nanawati, managing director of MPPGCL. In the earlier incidents, BHEL had then replaced the faulty bushing system with bushings made in another company. Bushings of unit number 10 and 11 of Satpura Thermal Plant were also to be replaced by BHEL, said a press communiqué issued by the power generating company. It also said that in 2007 the NTPC had also complained about the faulty bushing system design and had banned the BHEL product. BHEL chief spokesperson AK Chaturvedi, however, has denied all the charges and said it was too early to comment on the issue. "This is a technical matter and I cannot comment on the issue without taking feedback from the technical team," said Chaturvedi. ref: http://www.hindustantimes.com/bhopal/sarani-plant-fire-mp-power-generating-company-blames-faulty-bhel-technology/article1-1373419.aspx

BHEL inks three strategic pacts in Kazakhstan

BHEL has signed three agreements with Kazakh companies during Prime Minister Narendra Modi's recent visit to the country. The first pact was signed with JSC Samruk Energy, the national power utility of Kazakhstan which has a major share in Kazakh's power sector, BHEL said in a statement. BHEL said the two companies will work together on the project of mutual interest. The Memorandum of Understanding (MoU) was exchanged in the presence of Indian Prime Minister and the Prime Minister Kazakhstan at the Indo-Kazakh Business Forum. Another pact was inked with KUS, one of the largest utility companies in the country's power sector, towards comprehensive co-operation in the energy sector for design and construction of power plants and CHP (combined heat and power plants). KUS is owned by the Ordabassy Group which has total assets of more than USD 9 billion. BHEL and KAZNEX INVEST, the National Export and Investment Agency of Kazakhstan, also agreed on co-operation in attempting projects in Kazakhstan and a MoU to this effect was also signed. Kazakhstan remains the cornerstone of BHEL's CIS operations with its regional office being located in Almaty. There are five BHEL make gas turbine generators (of 42 MW each) which are already installed at the Tengizchevroil complex in Atyrau. Bhel gets Telangana projects sans bidding

The K C Rao-led Telangana government has awarded the turnkey contract of three power projects - adding up to 6,000 MW capacity and to be built at a cost of Rs 27,360 crore ($4.3 billion) - in the state to government-owned power equipment manufacturer Bharat Heavy Electricals (Bhel) on nomination basis, without floating a mandatory competitive bid. What's more, it has also taken an in-principle decision to award all upcoming power projects to the government firm on a nomination basis, without calling for competitive bids. The move has raised eyebrows of private equipment manufacturers such as Alstom, Bharat Forge, Larsen and Toubro, Toshiba-JSW, among others, which are likely to approach the competition watchdog - Competition Commission of India (CCI). They are worried given that the newly formed Telangana state is likely to award projects worth Rs 90,500 crore to raise its electricity capacity from 4,320 MW to 25,000 MW in the next four years. ref: http://timesofindia.indiatimes.com/business/india-business/Bhel-gets-Telangana-projects-sans-bidding/articleshow/48181954.cms

Instrumentation Ltd. not to be merged with BHEL

Hopes of making the Palakkad unit of Instrumentation Limited a subsidiary of Bharat Heavy Electricals Limited (BHEL) received yet another beating with the Union government making it clear that it was against the proposal. The Hyderabad-based Institute of Public Enterprises Limited that explored various options for the unit’s survival had recommended its merger with BHEL, which buys 65 per cent of the products manufactured by the unit. In a written reply to Palakkad MP M.B. Rajesh in the Lok Sabha, Minister of State for Heavy Industries G.M. Siddeshwara made it clear that the government was not considering the proposal. However, he said, the government would try to merge the unit with a profit-making industrial firm. The Minister was silent whether it would be a merger with a public-sector enterprise or selling majority shares to private players. more at: http://www.thehindu.com/news/national/kerala/instrumentation-ltd-not-to-be-merged-with-bhel/article7136776.ece

Madhya Pradesh government asks BHEL to surrender land

Madhya Pradesh government has asked Bharat Heavy Electricals Limited (BHEL) management to surrender a 32 acre prime land allotted to it in 1965. The land in Habibganj was allotted by BHEL to 14 industries that worked as its ancillary units on a licence fee. In its missive to BHEL's chairman and managing director, state government has asked the said land be transferred to the industrialists or surrender the land as BHEL is not the lease holder of the land and cannot transfer it to the industries that are facing problem in getting financial assistance and loan from banks. Moreover, since the land is with BHEL, Bhopal Municipal Corporation (BMC) has not been able to undertake any development work. Industries are dependent on rented water tankers to keep the units operational. Banks have refused loans citing dispute on ownership of the land. Three units have already downed their shutters having failed to cope with adverse conditions. Others may follow the same, said sources. In 1965, BHEL invited entrepreneurs to set up ancillary units on this land to cater its requirements and it was allotted to 14 small and medium enterprises (SMEs). Problem started after BHEL revised licence fee to about 200 times in 1981. Unit owners were asked either to pay revised fee and renewal done or evict the land. Peeved over this demand, members of BHEL Ancillary Habibganj Industrial association moved court and got a stay on the eviction notices. more at: http://timesofindia.indiatimes.com/city/bhopal/Madhya-Pradesh-government-asks-BHEL-to-surrender-land/articleshow/47020801.cms

BHEL: Execution to remain sluggish as power projects await clearances

Bharat Heavy Electricals Ltd (Bhel) shares have risen 14 per cent over the past month. Though the quarterly performance continues to show strain, most of the stock’s performance has to do with expectations of a turnaround in order flows. As is the case with many large-cap stocks, which have run up significantly on an expected revival in the economy, the Street’s view is turning cautious. The company’s earnings were expected to return to positive territory, after declining 35 per cent over three years. The formation of Telangana was said to be a turning point, as Bhel signed a memorandum of understanding (MoU) for 6 Gw with the state. The ride is not going to be as smooth as anticipated by the Street. For starters, earlier this month, the Tamil Nadu Electricity Board is said to have scrapped the tender for the Udangudi Power Project, where Bhel was the lowest bidder. The bids were invited in 2013 and opened last year. According to Barclays, a new tender is expected to be released but finalisation is now likely in FY16, given the typical timelines for tender to order conversion. The brokerage does not expect this to impact its FY15 order inflow estimates but the event reduces near-term visibility on an order in which Bhel was L1 (lowest bidder). more at: http://www.business-standard.com/article/companies/bhel-execution-to-remain-sluggish-as-power-projects-await-clearances-115032400623_1.html

BHEL has so far contracted 247 sets of this rating class including 31 of 270 MW rating. ref: http://www.myiris.com/news/sector/bhel-commissions-270-mw-thermal-unit-in-maharashtra/20150205124942717

India plans to get Bhel to bid for Bangladesh power project

In an attempt to thwart China’s plan to corner the construction contract for a $1.68 billion power project in Bangladesh that India is helping its neighbour build in the electricity-starved country, India wants Bangladesh to allow state-owned Bharat Heavy Electricals Ltd (Bhel) to bid for it. As part of India’s strategy to exert economic and strategic influence in the neighbourhood by developing infrastructure, state-owned NTPC Ltd plans to set up coal-based power projects in Bangladesh. Accordingly, bids for the 1,320 megawatts (MW) Khulna project, also termed the Maitree (friendship) project, that may have a final capacity of 2,640MW are to be called shortly. According to preliminary bid conditions yet to be finalized, Bangladesh Power Development Board (BPDB) wants to put in a qualifying condition that the prospective bidder must have a 500MW running unit overseas. While this may allow Chinese, Japanese, Korean and European manufacturers to compete for the tender, India’s Bhel doesn’t qualify. “The bids for the construction of Bangladesh-India Friendship Power Company (Pvt.) Ltd, which is being developed in an equal joint venture by NTPC and BPDB, are to be called shortly,” a person aware of the development said, requesting anonymity. “The tender documents which are yet to be placed may have the 500MW overseas running unit condition. While this may allow Chinese, Japanese, Korean and European manufacturers to compete for the tender. NTPC will oppose it to give Bhel a chance to compete.” more at : http://www.livemint.com/Industry/B1nAcv17KlG2KC56mKfTKM/India-plans-to-thwart-China-get-Bhel-to-bid-for-168-billi.html
