BHEL responsible for mishap at Chandrapura Thermal Project -

All India Power Engineers Federation (AIPEF) has alleged that BHEL is mainly responsible for mishap occurred on May 7 resulting in damage to rotor of unit no. 7 and other electrical equipments at Chandarpura Thermal Project.

AIPEF has sought the intervention of Secretary Power P Umashankar so that BHEL can use the rotor of Unit 8 to run unit 7 as unit 8 is highly incomplete and in no condition to be commissioned.

.Padamjit Singh Chairman AIPEF said that the non- commissioning of the local back up protection scheme by BHEL was a major contributory factor leading to damage of rotor of unit. It had asked BHEL to mobilize its resources and personnel on war footing to commission the 250 MW Chandarpura Thermal unit 7 of Damodar Valley Corporation. The power from unit no. 7 and 8 is meant for common wealth games.

The mishap took place at Chandarpura thermal project unit 7 when the 220 KV supply from the station bus was accidentally / erroneously given to unit, which was in stationary condition. This mal operation resulted in motoring of the unit.

NTPC-BHEL JV mulls technology tie-up with global company

NTPC-BHEL Power Projects Ltd (NBBPL) on Thursday said it is exploring the possibility of a technology tie-up with a foreign player, which may be offered a minority stake in the company.

The move is aimed at bringing Indian power equipment manufacturing at par with international companies through the induction of modern technology.

“There is always a possibility of a third partner; whenever the need arises we would take a call. We are exploring the possibility for technological tie-up with a foreign company,” NBPPL Chairman C P Singh told PTI in an interview.

He said, “It (technology tie-up) may or may not be an equity partnership.”

NTPC-BHEL Power Projects Private Ltd is a 50:50 JV firm formed between NTPC and BHEL on April 28, 2008, for carrying out Engineering, Procurement and Construction (EPC) contracts, besides the manufacture and supply of equipment for power plants.

“There is always a shortage of power equipment manufacturing units in the country,” Mr. Singh said, adding that the JV would augment power generation capacity addition in the country.

The company currently has an order book of about Rs 450 crore. It is targeting an order book of Rs. 7,000 crore by the end of the current fiscal.

At present, NBPPL is working on the 100-MW Namrup Power Station in Assam and the 726-MW combined cycle power plant being set up by ONGC Tripura Power Corporation at Palatana, in Tripura.

It will also take up execution of the 500-MW Singrauli thermal power plant and the 600—MW thermal power plant of Andhra Pradesh Power Generation Corporation Ltd (APGENCO) at Rayalseema.

NBPPL falls under the administrative control of the Ministry of Heavy Industries and Public Industries.

The Ministry of Power has set a target for adding 78,000 MW of power generation capacity during the current XI Five-Year Plan Period (2007-12). This is likely to translate into immense business opportunities for equipment-manufacturing companies like NBPPL.

BHEL plans to pick up minority stakes in generation projects where it gets equipment deals

Equity for business is emerging a favoured model in the power generation sector.

Companies, most without any experience in promoting power projects, are sweetening their pitch for contracts by offering to contribute equity stakes in upcoming projects.

BHEL plans to pick up minority stakes in generation projects where it gets equipment deals, PTC India plans for equity support in projects where the generated power will be traded by it and German firm Evonik proposes to take equity in projects if it gets the operations and maintenance mandate.

Power Finance Corporation, which has so far restricted itself to debt funding, also plans to invest up to 26 per cent equity in power generation projects.

For instance, Evonik Energy Services India, a wholly-owned subsidiary of German firm Evonik Energy Services GmbH, plans to have equity stakes in upcoming private power projects.

“We had decided to pick up equity stake in power plants where we would get the contract for doing O&M work. Our exposure would be in the form of minority equity and would signal our commitment to the project,” Evonik India's Managing Director, Dr J.T. Verghese, told Business Line.

State-run equipment major BHEL (Bharat Heavy Electricals Ltd) has committed up to 26 per cent equity participation in a bevy of thermal projects using supercritical sets in Tamil Nadu, Karnataka and Maharashtra and plans to follow the model in Gujarat and Madhya Pradesh.

BHEL to treble supply of power equipment in 2010-11

Confident of meeting power requirements for the Commonwealth Games, public sector company Bharat Heavy Electricals Ltd (BHEL) has set a target to supply 12,000 MW of power equipment to power companies such as NTPC in 2010-11. This is three times the 4,000 MW supply in the previous fiscal.

This comes in view of the recent slippages in the deadlines for power equipment supply by BHEL, which is among the many reasons that has lead to lower power capacity addition than the XI Plan targets.

Deadline slippages

To address this issue, the Heavy Industry Ministry has set up a panel under the PMO's directive. The panel is chaired by the Secretary, Heavy Industries and includes the Chairmen and Managing Directors of BHEL and NTPC and representatives from the Power Ministry.

Effective till 2011-12, the XI Plan has targeted 78,700 MW of power capacity for the five-year period. For the first three years, however, only 23,302 MW of power capacity has been added.

Iraq wants Bhel contract to go to GE

Iraq has asked UK-based Power Engineers Contracting Co., which is building the Nasiryah power plant in the country, to cancel a turbine supply contract awarded to India’s Bharat Heavy Electricals Ltd (Bhel) and hand it to US-based General Electric Co. (GE), people close to the matter said.

Power Engineers had placed a 42MW gas turbine order with Bhel in November for Rs91 crore and even deposited an initial advance.

Bhel has a technology tie-up for gas turbines with GE, and with Germany’s Siemens AG for steam turbines.

“The contract requirements framed by the Iraq government clearly mentioned that the order could be placed with the technology owner (GE) or a licensee. Later they (Iraqi government) asked Power Engineers to place the order with GE,” said a Bhel executive who did not want to be identified.

Sudan offers payment in oil for power project

Bharat Heavy Electricals Ltd (Bhel) is likely to revive an agreement to set up a 1,000MW power generation project in Sudan, for which the war-ravaged African nation is willing to pay in crude oil, two senior Bhel executives said.

Energy security: A file photo of a 600MW Western Mountain Gas Turbine power project in Libya set up by Bhel. India and China are in a race to acquire stakes in scarce hydrocarbon blocks overseas.

Bhel is already constructing the 500MW Kosti thermal project for the National Electricity Corp. (NEC) of Sudan—the country’s largest power project, expected to be commissioned this year. The Indian government has given a $350 million (Rs1,554 crore) line of credit for the turnkey contract, which is valued at $457 million.

The Kosti project agreement between Bhel and NEC was signed in 2006. At that time, a memorandum of understanding (MoU) for capacity expansion of the project was also signed, in which Sudan had offered to pay back in crude oil. But nothing came of it.

“Sudan wants to revive the MoU and wants us to set up a 1,000MW project at Sudan port instead of Kosti, as their load centre is there, through a line of credit given by the Indian government. They have also offered us to make payments through crude oil or cash,“ said a senior Bhel executive who did not want to be identified. “Since this is one of the ways to help the country’s quest for energy security, we will pursue this opportunity.”

Sudan produces around 520,000 barrels of oil a day. Three of its 22 oil blocks are yet to be explored.
