NTPC to float fresh tender for boilers

NTPC, after scrapping the original tender, is planning to issue a fresh one on Thursday for a Rs 8,800-crore contract for bulk supply of super-critical boilers. The company’s board in its meeting on Monday decided to scrap the original tender and seek fresh bids after L&T Power was disqualified for technical reasons, leaving only Bhel in the race.

Italy’s Ansaldo, which is setting up a boiler manufacturing facility near Hyderabad, is also expected to participate in the fresh bidding process. The company had sought a two-month extension for submitting its bid against the original tender. However, it decided not to submit a bid after NTPC had declined its request.

L&T Power can participate in the fresh bidding process provided it submits parental guarantee from L&T, which has signed a required technological collaboration agreement with Japan's Mitsubishi Heavy Industries (MHI) for the manufacturing of super-critical boilers.

Bhel expects increased order flow from railways

Bharat Heavy Electricals (Bhel) hopes to maintain sustainable growth in its non-core business segments, particularly transportation and transmission. The company expects strong emerging opportunities in these two sectors.

Power, however, remains higher growth sector for the company. "Growth will definitely be big from the power sector in view of the proposed bulk tenders and supercritical orders in the immediate term. Nuclear is going to happen and so power sector is going to provide the biggest opportunities,” B P Rao, chairman and managing director of Bhel said.

“In transportation segment, we see very good growth opportunities. The Indian Railways is going in for a special purpose vehicle and public private partnership (PPP) mode for setting up new factories in Bihar and West Bengal. Bhel is very much participating in some of the tenders, which are already on. We will be participating in future tenders as well. The conventional locomotives that we produce at Jhansi with the electricals from Bhopal is also seeing a growth,” he said.

Last year, Bhel received 150 locomotive orders in addition to earlier order book of 50. The company expects the railways to increase their sourcing from them by up to about 100 locomotives per year. “We are also expanding our capacities in Jhansi,” Rao said.

In power transmission segment, the company signed an agreement with Japan’s Toshiba in February to focus on transmission and distribution business under a new JV.

NTPC board to take decision on controversial tender on 21 June

State-run NTPC Ltd’s board is expected to take a decision on 21 June about a Rs40,000 crore contract for so-called supercritical power generation equipment that has been marred by controversy.

The controversy is over the eligibility of one of the bidders—a joint venture (JV) between Larsen and Toubro Power Ltd (L&T Power) and Japan’s Mitsubishi Heavy Industries Ltd (MHI)—to pitch for the contract to supply boilers. The only other bidder is state-run Bharat Heavy Electricals Ltd (Bhel).

At a board meeting on 21 June, NTPC will decide on the eligibility of the JV, whether to go ahead with the award of the contract for supply of boilers or to opt for a re-tender.

NTPC recently floated the tender for supercritical power projects, inviting bids to supply 11 boilers and 11 turbines of 660MW each that would be locally built. Nine packages of boilers and turbines are meant for NTPC ’s projects and two for Damodar Valley Corp.

Supercritical equipment such as boilers and turbines improve the efficiency of power plants and are environment-friendly.

60 BHEL projects behind Plan target, PowerMin satisfied

Sixty Bharat Heavy Electricals Limited (BHEL) projects are facing more than 21,300 mega watts (MW) worth of project delays under the revised 11th Plan’s target of 62,000 MW. Despite the shortcomings, the power ministry is content with BHEL’s performance in the 11th Plan, during which the navaratna PSU has added about 11,000 MW.

Nineteen of those 60 projects are now either border-line projects or will certainly not contribute to the revised target. The delays, which BHEL insists are not entirely their fault, will still push more than 7,800 MW of new capacity, using BHEL equipment, out of the largest five-year-plan for power — putting the 62,000 MW target in jeopardy. “Many delays are caused by certain customer inputs,” said BHEL's Director Power Atul Saraya. “So in certain circumstances, we have rightly pointed to the customer, which in turn has come as a help because some have agreed to 'zero' our commissioning date so that it does not appear as though a two-year delay is the entire fault of BHEL.” Along with delays on the parts of consumers, Saraya said the list of BHEL projects delayed because of environmental clearances has surpassed 10,000 MW in the 11th plan.

C.S. Verma, former Director(finance) of BHEL, takes over as SAIL Chairman

Steel Authority of India Ltd (SAIL) announced on Friday that Mr C.S. Verma has taken charge as the Chairman of the company. Mr Verma was formerly with Bharat Heavy Electricals Ltd (BHEL) as Director (Finance).

Pointing out his priorities for SAIL, Mr Verma said, “The first priority will be to get SAIL to produce more value-added products. SAIL at present does not completely fulfil the power sector requirements. But I will push for BHEL to buy more from SAIL. The power sector will have to work closely with BHEL.”Currently, SAIL sells 7 per cent of its steel to BHEL. However, it does not produce special steel products such as cold rolled grain oriented (CRGO) steel and cold rolled non-grain oriented (CRNGO) steel for which BHEL has to depend on imports.

Mr Verma said the company will actively look at acquisition opportunities abroad, especially for raw material assets. Inorganic growth is important for the company and we will need to look at acquisition opportunities abroad.

BHEL for locomotives, transmission

Bharat Heavy Electricals Ltd (BHEL) has identified transportation and transmission as the two major emerging areas that in addition to its existing core business of power equipment manufacturing would drive the company’s growth in the next three to four years.

BHEL Chairman and Managing Director B.P. Rao told Hindustan Times his company is in the process of joining hands with the Railways, which is constructing two new major facilities for manufacturing high power electric and diesel locomotives.

“These two facilities are coming up in Bihar and would essentially cater to the demand of locomotives for the proposed high speed dedicated freight corridor project,” Rao said. BHEL also plans to manufacture 100 high speed locomotives a year.

BHEL, he said, has already tied up with General Electric as the technology partner for the diesel locomotives and is in the process of tying up with an international partner for manufacturing electric locomotives.

“We are looking at a time frame of three years for manufacturing these high power locomotives or high horse power locos of 7,000 and 9,000 HP and going up to 12,000 HP in future,” Rao said.

“GE and BHEL will invest in these two facilities and would be part owners. The exact investment details are being worked out but the Railways will have a minority stake (of 26 per cent or even less) in both and the rest will be GE and BHEL.”

In transmission, BHEL is presently the leader in the 400kV segment. For the higher voltage segment, BHEL has recently established a JV with Toshiba and has plans to manufacture sets of 700 KV and 1200 kV.

For the HVDC transmission, BHEL is working with ABB. “The two of us have already bagged the contract for building the first 800kV transmission line in India and second in the world.

BHEL may seek green channel

Bharat Heavy Electricals Ltd (BHEL) has set up a taskforce through which it is planning to seek Green Channel for speeding up transit of consignments bound for power projects, through inter-state borders.

The public sector company said that the task force will take up the idea to the Ministry of Surface Transport.

Addressing a Transporters' Meet & Awards function organised at BHEL Tiruchirappalli, A V Krishnan, executive director, BHEL – Tiruchirappalli said that this would be a significant benefit both for manufacturers and transporters of equipment for power projects across the country and would help to speed up project execution.

Unlike in the past when setting up the rail link used to be the first step in project execution enabling use of the railways, now there is not much time and roads are the only way, he added for transportation of project consignments, the speed at which the Indian power sector was growing meant that there was no longer time for setting up such infrastructure and construction had to start almost as soon as the land for the project was acquired.
