BHEL taps into IIT's R&D expertise for desalination

Bharat Heavy Electricals Limited’s (BHEL) two units — Tiruchi and Ranipet — have collaborated Indian Institute of Technology, Madras (IITM) for joint research and the focus would be sea water desalination and pollutant control systems which would be a great boon for the public and society at large, according to BHEL’s senior official.

O P Bhutani, director (engineering, research and director), said aimed to strengthen research and other collaborative projects with the Indian Institute of Technology, Madras (IITM). He added that research with academic institutions has been identified as a critical success factor by BHEL.

"This collaborative research with academic institutions would go a long way in meeting the growing technology needs which were becoming increasingly unavailable through technical collaborations with other companies," he added.

BHEL is continuously benchmarking its wide range of products to identify technology gaps and focus its R&D towards finding solutions to fill the gaps to ensure that its products are of the best global standards, he added.

Ministry of Power devises a China deterrent: 21% duty on equipment

Giving in to the demands of domestic equipment makers such as Larsen and Toubro (L&T) and state-owned BHEL, which have lost over Rs 65,000 crore worth orders to Chinese companies, the power ministry plans to seek Cabinet approval for levying duties adding up to over 21 per cent on import of equipment for mega power plants. Such high duties will make imports expensive and power projects planned on such imports potentially unviable. So far, Chinese firms have already committed to supply equipment to two ultra mega power projects (UMPPs) and four mega power projects worth 13,200 mega watts duty-free.

Ansaldo, BGR join race for NTPC boiler supply

Competition is set to intensify for the Rs 9,000- crore bulk order for supply of boilers to NTPC's power projects with two more players—Ansaldo and BGR Energy—entering the fray in the fresh bidding. Only L&T Power and Bhel had submitted bids against the original tender issued by the public sector power major for the project.

NTPC had to scrap the original tender after L&T Power's bid was rejected on technical grounds in June, leaving Bhel as the sole contender for the project.

When NTPC issued original tender for the procurement of boilers in September 2009, Ansaldo had expressed interest in bidding for the project. However, it wanted two-month's extension in bid submission date. In a hurry to expedite procurement process, NTPC declined Ansaldo' request. As a result, only Bhel and L&T submitted bids.

The government has envisaged introduction of supercritical power equipment in the country through bulk orders by central utilities like NTPC and Damodar Valley Corporation (DVC) for their 12 th plan projects. Following a decision by the Cabinet Committee on Economic Affairs (CCEA) in January 2009, NTPC initiated tendering for the bulk procurement of eleven sets of 660 mw supercritical boilers and turbines. While nine sets of equipment will be used in NTPC's own projects, two are meant for DVC.

Bidders are required to have equipment manufacturing facility in India. To benefit from this policy, private players like Bharat Forge, L&T, JSW and BGR Energy are setting up manufacturing facility in technological collaboration with overseas partners like Alstom, Mitshubishi Heavy Industries (MHI) and Toshiba.

BHEL commissions captive power station at Oman

BHEL today said it has commissioned a captive gas-based power station at a refinery in Oman.

The 26-MW Gas Turbine Generator was put on stream at the Oman Refinery and Petrochemical plant in Muscat, an official statement said.

This is the second such unit to be commissioned by BHEL at the refinery. Another unit of similar rating was commissioned at the same project in May, 2010.

The Gas Turbine Generator units were engineered, manufactured and supplied by the company's Hyderabad Plant, while the control system has been supplied by its Bangalore unit.

Oman is a key export market for BHEL with several benchmark references established by the company, including installing 16 Gas Turbine sets with a cumulative capacity of more than 1,250 MW in the west Asian country alone.

At present, BHEL is executing 45 contracts in 23 countries, which include major turnkey projects in Bangladesh, Bhutan, Libya, Syria and Sudan.

CIL will supply imported coal to power sector in 2011

Coal India is making slow but steady progress on thermal coal imports. Industry sources suggest that the company is now aiming to supply imported coal to the power sector in early 2011.

The coal major has already received letter of intents (LoI) from NTPC (4 mt), Damodar Valley Corporation (0.8 mt) and others for importing approximately 6 million tonnes (mt) of thermal coal during the fiscal.

Imported coal is used by power producers, partly to bridge the domestic demand-supply gap and partly for blending with the domestic coal to meet the emission-control norms.

According to Plan projections, India may require 35 mt of imported thermal coal this fiscal. Of this, over 13 mt will be consumed by the country's largest power producer, NTPC.

To meet the demand, CIL has adopted a two-pronged strategy that presupposes direct buying in the open market overseas as well as long-term supply contracts (through strategic alliances) at prices lower than the open market price.

Bharat Heavy Electricals Ltd,cold to competition heat, says rivals not strong

From near domination now to a cut-throat environment in a couple of years, one would argue that times are going to be quite different for B Prasada Rao and Bharat Heavy Electricals Ltd, the only employer he has had in his 32 years of professional life.

However, Rao, chairman and managing director of the state-owned power equipment maker, seems least perturbed.

“None of the players has the strength Bhel has, and the company doesn’t really book an order which will cut its legs,” he said in an interview.

Mention that Bhel had a near monopoly status so far which will go away in a couple of years, and Rao—excruciatingly laconic—objects to the reference.

Liability clause could deter equipment firms

Leading public and private sector suppliers of nuclear equipment, like L&T and BHEL, are unanimously opposed to the move to make them liable for any mishap at a nuclear plant. Foreign suppliers with tie ups with BHEL with BHEL and L&T — like GE-Hitachi, Westinghouse and Toshiba reportedly opposed the move.

This could mean a major roadblock for India’s plans to build nuclear power plants.

Suppliers also fear no insurance company will come forward to give them a policy cover for a period of 60 years, as proposed in the Bill.

Industry bodies FICCI and CII are preparing a representation on behalf of domestic and foreign suppliers of nuclear equipments for submission to the government.

Power ministry may withdraw price preference to BHEL

BS reported that power ministry will soon approach the cabinet to do away with the 15% price preference to domestic manufacturers, under the mega power policy. This proposal will primarily affect state run Bharat Heavy Electrical Ltd.

In a draft cabinet note, the power ministry has recommended imposition of 5% customs duty, 10% CVD and 4% special additional duty (SAD) to be uniformly applicable to all categories of power projects.

The move has been opposed by private power generating companies, including TATA Power, Reliance Power and Lanco, as it will increase the cost of generation.

Once the imposition of duty is approved, the policy for 15% price preference to domestic manufacturers in case of cost plus projects of public sector units will be withdrawn.

The miner-cum-power developer who would win the project will have to put up a 1,920 Mw power project. Half the power produced can be sold on a merchant basis, while the other half should be sold to Maharashtra and Tamil Nadu state electricity boards. The extra coal from this mine has to be diverted back to the joint venture company.

Industry sources say the high technical qualification norms might not allow many companies to qualify. Bidders should have at least three years experience in mining 10 million tonnes in the past three years, either in India or abroad. Bidders who have been selected to develop a coal mine with geological reserves of 250 mt are also qualified.

CBI probes Chautala’s role in awarding contract to Bhel

The Central Bureau of Investigation (CBI) is probing allegations that former Haryana chief minister Om Prakash Chautala, his then chief secretary L.M. Goyal and others had favoured state-owned power equipment maker Bharat Heavy Electricals Ltd (Bhel) in awarding a contract for setting up two power units in 2002.

The central agency is also probing whether Bhel donated `25 crore to Chautala’s party, the Indian National Lok Dal, and gave `2 crore to Goyal, who was Haryana chief secretary in 2000-02, to get the project, said a senior CBI official.

Chautala and Goyal are alleged to have awarded the contract for setting up two thermal power units, each of 250MW, at the Tau Devi Lal Thermal Power Project in Panipat to Bhel on a turnkey basis without competitive bidding.

The Haryana government then headed by Chautala in 2002 signed an agreement with Bhel for the construction of the two units at a cost of around `1,500 crore.
